The single most confusing thing for new operators is that the word “class” is doing two jobs at once. It rates you (the class of certificate you hold) and it rates the plant (how large and complex the facility is). Understanding how those two ratings interact is the key to the whole career ladder, because the rules that govern who can legally run a plant are built on it.
The ladder itself
Most states use a four-step ladder, most commonly labeled Class I, II, III, and IV (some states use Grade 1 through 4, and a few use different counts). Class I is the entry level. Class IV is the top. Each step up requires more documented experience and a harder exam. The exact names, the number of steps, and the requirements at each step are set by your state, so treat the four-class model as the common pattern, not a universal rule, and confirm yours on your state’s page.
Across the ladder, three things rise at every step:
- The experience required. Higher classes demand more years of documented operating experience, often at higher-responsibility roles.
- The exam difficulty. The higher-class exam tests deeper process control and harder math, including the activated-sludge ratios at the wastewater levels.
- The education you may need. Some states add coursework or degree requirements at the upper classes.
Why plants have a class too
Every treatment plant and system is itself classified, usually on the same I to IV scale, based on factors like the population served, the flow it handles, the treatment processes it runs, and the complexity of its operation. A small groundwater system with basic disinfection might be a Class I plant; a large surface-water plant with full conventional treatment serving a city might be a Class IV.
This matters because of the rule that ties the two ratings together.
The rule that runs your career: operator-in-charge
Almost every state requires that the operator in responsible charge of a plant hold a certificate at or above the class of that plant. A Class III plant needs a Class III (or higher) certified operator in charge. This single rule is why the class ladder is not just a pay scale, it is a legal requirement, and it drives the entire job market:
- It caps who can run what. You cannot be the operator in charge of a Class IV plant on a Class II certificate, no matter how good you are.
- It creates demand at every level. Small systems need Class I and II operators; large utilities need Class III and IV operators and will pay for them.
- It gates the best-paying seats. Chief-operator and lead roles at large plants require the top classes, which is why climbing the ladder is the main way operators raise their pay.
Note that a plant staffed by several operators does not need every operator at the plant’s class, only the operator in responsible charge (and typically the shift operator in charge when the chief is off). That is how entry-class operators get hired at large plants: they work under a higher-class operator in charge while logging the experience to climb.
How you climb
Moving up a class is the same loop each time:

- Keep your current certificate active. You cannot climb from a lapsed certificate, so stay on top of continuing education.
Some states let you sit a higher-class exam before you have finished logging the experience, and only issue the higher certificate once the experience is complete. Others require the experience first. That order, again, is state-specific.
A worked example of the interaction
Say you are a Class II operator and a Class III wastewater treatment plant three towns over is hiring a shift operator, with a path to operator in charge. You can take the job now as a shift operator working under the plant’s Class III operator in charge, and use that role to log the higher-responsibility experience your state requires for Class III. Once you have the experience and pass the Class III exam, you are eligible to be the operator in charge yourself, which is the seat that pays. That is the ladder working exactly as intended: the plant class pulls you up, the experience and exam let you meet it.
